Finland is Northern European nation bordering Sweden, Norway and Russia. The capital city is Helsinki. The city as occupies peninsula surround islands in the Baltic Sea. Territorial divisions in Finland is divided into two levels on state and municipal. The municipality is in the same level as the city and municipality is in the countryside so they not called city. Finland have more than 416 municipalities.

Various municipalities will coordinate at the sub-regional level and region within 74 sub-units and 19 regions in Finland. Also Finland divided into 6 provinces and 90 localities of the state. The provincial officials are appointed by the central government. The division of the province is a matter of rule only. It does not reflect language and culture.

The province of Finland is Southern Finland, Eastern Finland, Western Finland, Oland, Lapland (Lupi), and Oulu.
